I think there is some truth in fewer abandonments with the middle class choosing to pay penalties and raising their second child and some increased domestic adoption. Also, the gender disparity is becoming obvious and probably more parents keep that first girl. The orphanages don...I am not quite a believer yet. The orphanages don't appear to be registering as many either from 52000 to 46000 doesn't make sense because the orphan problem or reason people are leaving them ie one child policy is still in effect. You can't tell me people have just stopped abandoning the babies not after 1000s of years of the practice.
